Job Overview
We are seeking a detail-oriented and analytical Contract Financial Analyst with at least 10 years of relevant experience to join our team to support the Federal Aviation Administration. In this role, you will be responsible for managing, analyzing contracts and ensuring compliance with federal regulations. You will play a crucial part in the procurement process, vendor management, and contract administration. The ideal candidate will demonstrate expertise in compliance management, a solid understanding of federal acquisition regulations, advanced proficiency in Microsoft Excel, and strong analytical skills for evaluating and assessing proposal

Duties

  • Assist in Administering Contracts
  • Contract modification support
  • Track and draft all contract modifications to the base and task orders including definitization, funding, administrative modifications
  • Contract Close Out assistance (Financial reconciliation, identify funds to de-obligate)
  • Provide advice and make recommendations for acquisition plans
  • Perform market research, market surveys, data collection and analysis
  • Research existing contracts for available products and services
  • Assist in preparation of solicitation documents such as Request for Information (RFI), Request for Proposal (RFP)
  • Research Acquisition Policy and Guidance to ensure compliance with agency regulations
  • Assistance in supporting proposal and quote evaluations, including price/cost analysis or technical proposal and quote analysis
  • Prepare appropriate documentation for contract modifications, including the exercise of options
  • Perform proposal review and analysis
  • Contract Funds and Expenditure tracking
  • Document and track all contract value, funding and billings on contract to ensure funds are available.
  • Use spreadsheets to validate contractor financial CDRLs
  • Review vendor Invoices
  • Requirements gathering and development of IGCE
  • Assist in Acquisition Planning
  • Assist in preparing CFO acquisition package.
  • Contractor performance monitoring and evaluation, including schedules, milestones, and compliance.
  • Analyze and track vendor Forward Pricing Rate Agreement (FPRA) tracking for labor and indirect rates
  • Perform Cost/Benefit Analysis
  • Review invoices to ensure contractor is invoicing in accordance with their internal procedures and most recently approved billing rates.
  • Coordinate with the functional area lead reviewers to ensure contractor is invoicing properly and according to contract terms.
  • Provide recommended lines of accounting and ensure funds are available for payment.
  • If there are disallowances or rejections, coordinate a comment resolution matrix explaining short-pays or rejections to contractor.
  • Assist in requesting vendor invoice expenditure documentation and backup – As Required
  • Track all invoice expenditures against contract funding by contract line item
  • Assist with vendor technical proposal (BOE) and quote review and analysis

Experience

  • FAA experience is a plus
  • Proven experience in contract analysis, negotiation, or related fields.
  • Microsoft Excel is a must
  • Strong understanding of federal acquisition regulations.
  • Experience with vendor management processes.
  • Analyzing proposals with attention to detail.

Pay: $120,000.00 - $160,000.00 per year
